I have a vague memory of a TV program, after Iran-Contra became public knowledge, on which then vice president George H.W. Bush was asked if Reagan knew about it, and Bush responded that he wouldn't answer the question because his first loyalty was to the president (although, I think that pretty much answered the question...in the affirmative). My thought, at the time, was: "Isn't your first loyalty supposed to be to the American people?"
