It seems many of the Presidents that are noted for some major accomplishments, also have been found to be involved in some equally major nastiness. It sort of nets out. Carter had no great accomplishments or nastiness, so he netted out by hugging that white line down the middle of the road. That's just my recollection, without doing the kind of in depth analysis required to spar with the BurnVictim.
