No it's possible to get to Liberty City in SA. Though it is pretty hard to get there. Also there isn't much to see there. Saint Marcos Bistro and a little bit of the street is the only place you can walk on and there are no cars or peds there either. The rest is just a shell and if you try to walk on the shell you'll just fall through and then fall into emptyness.

Not worth your time is all I say.

I am assuming that rockstar, during the development of GTA:SA was going to add Liberty City. In the beta version of San Andreas, there is actually solid ground in Liberty City without a mod. Weird eh?

@mareparkour It's not exactly a bug, it's an artifact from the previous game. The only way to get there is by cheating. They probably used Liberty City as a template for creating San Andreas, then just forgot or neglected to delete it. Considering the size of the city, there's probably a ton of other artifacts from GTA 3, or unused environments if you go looking for them.
