This is what happens when you don't impose law on the people of a nation. You need to impose martial law and shoot anyone who has ANY type of weapon. After a few months, they would get the message. I'd estimate that the government would have to kill at least 100,000 before the rest of the thugs would give up their guns. After the "purge" you'd have to educate everyone, especially the children. This is no way to live...
