why do people think that steriods were not illegal in 2003? there was no penalties or testing in place in 2003, but steriods were still illegal as hell. You cant have steriods unless you have prescription. that federal law applies to every person in the US. in 2003 MLB couldnt suspend ARod, thats the rule change.
