If you pause it just before its head gets to the stump it is clearly long nosed and a dog. Which means almost definately a coyote. If possibly could be a grey fox too. But it looks too large for that.
It's a canine by it's gait. The extremely slow shutter speed makes it look very odd, but at normal speed it would appear to be a regular dog in my opinion. Although the head looks cat-like, I think it's an artifact of the camera settings. There are some portions that show the rear end of the animal fairly clearly and it looks like it's a dog, not a cat, plus cat's walk in a much different manner.

I've seen one and I've seen tracks of adult and juvenile together. But the books will tell you they're not here.
Where was this shot? It looked like a Coyote. I doubt it's a Mountain Lion, but maybe. Depending on location, it could just be a wild dog. The resolution is pretty terrible.
