A tool-assisted speedrun is naught but a record of what buttons to press. You can't tamper with the timer or defy the game's rules.
Think he cheated? Ask him for his inputs and pop them into an emulator; you'll see right away if it's legit.
Controller inputs are the mother tongue of a TAS. Videos are just courtesies to the majority of us who don't do emulator wizardly, but if he tried to hoodwink a real TASer he'd be laughed out of the fold.

So how come in the Japanese version he says "break the targets" in a more calm voice. But in the American version he goes "BREAK TEH TARATS!!!!1"
It was easier to understand the Japanese speech...
