I have worked in group homes and this is typical. disgusting. and veyr unsafe. but in reality, the people who run the group homes do not care. to them it is a business.

Yeah, that is a problem when residents are riding without a seatbelt on. Major problem there. I work at a group residence home and each house in the company I work for has adequate transportation. Perhaps a funding issue on their part? When the government cuts your funds then you have to find some way to make due. Still, I agree thats very problematic.
