After it knows the location of the server, the transmission speed of data from the server to you doesn't change a bit! Ya could someone help me out? I called ATT and they told me my internet speed is at the lowest service, which is about 1.06mb connection and they said i have broadband. I used several speed tests and they show that my upload speed is at 51.1kbps and that my download speed is 194 kbps. I really need help and some recommendations on what i could do to fix it so that i could get my true internet that i purchased...

It can be caused by disturbance in the connection.

My advice is you change your broadband company, some

of them have incredibly unstable connections causing slow pings or irregular connection. Do this, go to -> Internetfrogcom

To the right you'll see "Test your connection", this is really accurate.

If you connection never stables, example goes from 5 - 15. That means its company issues.

That's because you set the max bandwidth that your computer could use to 0. Basically you told your computer to use 0% of it's internet speed. if you reversed it and set it to 100%, that might help boost your dowload speeds. but that might cause problems if you have more than one computer using the same internet. so i would set it back to what ever it was when someone else decides to use the internet on a different computer. just to be on the safe side.
