In japanese it is: 竜巻旋風脚 or たつまきせんぷうきゃく (tatsumakisenpuukyaku)which loosely means tornado-whirlwind kick. God I'm sad! great version by the way!

lol I also thought he was saying something rediculous, but now I can't remember what it was since I know what he really says. By the way, it's Tatsumaki-Senpū kyaku (which, I think, means "Tornado Whirlwind Kick"). Hope that helped.
