I've got my welfare, too. It's in the form of a couple of nice tax shelters that allow me to take capital gains at a far smaller rate than typical income tax. Had I been completely honest in my business and tax dealings, I would've paid out an extra $14,000 last year. So, I expect there are people working the system from both ends.

Time to send some of the wait staff home? Of course not; there's much work to be done to serve the customer. Sending staff home would only make the customer's experience worse, thereby ultimately reducing revenues. "Small" gov't is relative - the argument can always be used, no matter the actual size or function of gov't.
