That's right. The biggest proof is this quote from the movie: "Eckhart saw Hell too. He said: The only thing that burns in Hell is the part of you that won't let go of life, your memories, your attachments. They burn them all away. But they're not punishing you, he said. They're freeing your soul. So, if you're frightened of dying and... and you're holding on, you'll see devils tearing your life away. But if you've made your peace, then the devils are really angels, freeing you from the earth."
The quote itself only works for part 1of Silent Hill. Then it's arguable (but substantial) for part 2. And not even close to logical for part 3. But the visual style of the 'Hospital' scene in Jacob's ladder hits it's peak at part 3 so it seems almost like a trade off. =)

It's because movies like Jacob's Ladder were the inspiration for Silent Hill. Things like the street name being the same, are tributes to where they were inspired to create their masterpiece from.
Yeah, Sh3 was pretty scary and when I first played I didn't get the picture because I didn't know of the alternative endings of SH 1, I've got the bad ending when harry dies. The silent team made a very god connection with SH3, but SH 2 was a true masterpiece in every way.
Story wise yes. I think they contrast in that the linear gameplay of 2 was more story based and the gameplay in 3 was more survival/fighting based. Heather was fighting till the end to get answers where as James was meandering and solving puzzles to get answers.

Silent Hill 2 is way worse than SH3. It has a lot better story, but is too easy, at some point boring. And SH2 isn't as scary as SH3!
