The third one was meant to be Skeeter, but was animated a little differentily, so she looked like Scooter for some reason, animation error most likely.

Frith--character designer for the animated Muppet shows (the short-lived animated shorts in the Little Muppet Monsters segment that accompanied Muppet Babies, Muppet Babies itself, & Fraggle Rock: The Animated Series)--said that the reason Skeeter never appeared with the gang was because she disappeared whilst exploring the Amazonian jungles. Whether that is confirmed or not is really irrelevant, since the Muppets in themselves don't really follow continuity to a tee.
