On Newgrounds where it was originally submitted, the author's comments were that this was his final project for his Japanese class, and so he had to ask for an extension because of the time it took to finish. He got an A, of course :)

Really, this is a great toon. I even downloaded the original Flash .swf file. My only gripe is his heavy accent, which is so obviously non-native, but that doesn't matter.
