Have you studied Chinese? If not, then you can't judge his ability. He most likely hasn't used the language in a couple of decades; his accent isn't so bad. His "cheng yu," or aphorisms, are excellent: note reaction of the audience, among whom were many speakers. More work on his sentence phrasing is good, but that comes with practice.

How wonderful that an American politician can speak another language at all. All US citizens should: we would be much wiser in the world.

If he values Chinese language skills so highly, why couldn't he take the time to memorize a few sentences in Mandarin instead of saying them wrong and embarrassing himself in front of the audience?
