The drops increase the growth rate of a character's stats (~5% for all stats). As a result, they're best given to a super-low level unit.

Later in the game, I'm going to get a *level 5* mage. They have the most potential for this. However, any unit you may have kept low up until this point, such as Rath or Heath or Rebecca, may also prove an excellent candidate for the drops.

yeah the "lv 5 mage" is the best mage you can get in the game and thats why they give you her neer the end of the game at such a low lv BUT if you have the paticence to lv her up u wont regret

Yes it is boreing, I know... but sometimes you learn valuable information when you listen, like possible enemy locations when traveling, and knowing the location of one enemy is very important in tactics is it not?
