I can't seem to replace white. There are several spots of white that I want to chance the color but It would take too long to paint bucket all the isolated white marks

Yeah the CRT isn't too good with either black nor white. You could try burning the white areas first with the burn tool, then using the CRT?

I am having an isue with replacing a white part with black. I have a photo with a white painted turbo but I want the turbo to be black and it won't work, it only makes it a light grey. Any suggestions?

Well... you can do a much better work by using different layers with different blend modes. It did not look realistic!
