I can't picture the king of the monsters ever looking like that when he was young. Maybe he did and all the other monsters kicked his ass all the time. That's why Godzilla is so angry as an adult.

The only reason Godzilla's son (Minya) looks like that because he was born pre-mature because the kamacuras broke the egg, when he wasn't suppose to hatch yet, making him undeveloped looking.
