This is Charice's voice. LuvkCha09 is right. She sang this to a young girl whose education Charice is sponsoring back home in the Philippines. It was shown on local TV and and also on TFC abroad.

@normyable Okay. #1, Caps Lock does not make your point more valid. And #2, get your ears checked. This is an older recording of her voice singing a softer song. Of course it's going to sound a little different than today's Charice belting a ballad. If you can't recognize that iconic tone of voice then shame on you for calling yourself her fan.

@Ghettoninjastar12 It's an acapella version of the song and sounds like it's on a tv show (like a news program) so there's a high probability that it's not a very good mic and is probably an impromptu performance. I haven't listened to this performance since the last time I commented on it...5 months ago...but just listening to it now, I stand by my initial claims. This IS Charice.
