What you are seeing is a video recording of a trying to use a device that makes sounds. When it says listen he listens to an example of the sound he is suppose to make. When it says speak it is the sound he is actually making with the device.
From the Wired article, "Using a neurological model constructed by Guenther, Ramseys brain activity is mapped to corresponding mouth and jaw movements. Another program decodes the signals, and synthesizes them in the sound of a tinny, but human-like voice."

Yes, it's been plausible for a couple years now. It's also possible to control a mouse (same feature as the dot here) to move where you want it to by only thinking of where you want it to go.
@Caleb5617 kinda, it can't make sense out of what is there naturally. Rather we would need to learn how to adapt so that the machine could understand us. The reason for this is that everyone's brains are wired differently, they have generally the same structure like vision is in the back of the head, but the location of the word cat or fire or the sound of a bird are located in different places in people's brains.
