You have to listen to the whole clip to see that the right has taken Dingell's words completely out of context, for political points. Dingell was talking about the lengthy task of putting a major law together, over many years and decades. What Dingell meant by "control the people" is controlling your congressional members, both House and Senate, to vote a certain way. This is nothing new to either Republicans or Democrats since day one back in 1786.
