You can tell most of those people are just leaving Eltnen Fortress.... You run/jump off, then glide towards the entrance after falling for a bit.

Only the ones that fall while looking as if they were just standing normally fell off... Even then... Flight... This poses no real danger unless your flight cooldown just got activated.

Do it somewhere out of a flight zone, in a spot that they have to glide to get to.
