well actually many Russians really speak like this. I am a teacher and I teach people to get rid of the accent, but many of them just can not pronounce the sounds properly. however lots of Russians have a very nice accent, and actually when I speak - noone has ever guessed that I am from Russia. so it always depends. U should have an ear for music to learn languages and imitate accents. Not everyone can do this.

Learn how to pronounce all theese variations of Cs: ч ц ць чь к ћ ;) ћ is serbian cyrillic only, and к can be used as c some places.

If you want to learn proper russian dialect: learn cyrillic, there are so many sounds in russian which you cant write with latin, you need IPA or cyrillic to write the sounds.
