Less RAM does not a slower framerate make. In other words, if they had anything to go by (the original PSP had much less RAM and it still ran its games smoothly), then the amount of RAM available would not matter for the games or applications that it will run. If the game was running out of usable RAM on the device, the framerate would slow to a crawl rather than a semi-decent speed as shown. Plus, this PSV shown isn't the final retail version by my guess.
