u cant make them, u can only either, be invited to one.. have bungie make you a mod which gives u alot more special bonuses, or know someone who knows someone

one of my friends started a custom game! he sent me a party invite and we played his custom game. it was AWESOME! we were all fast and we jumped high. i tried to record it but my camera ran out of battery :(
