In a fictional universe where robots are fully sentient and can even vote, I'd theorize that Hedonism Bot is simply an incredibly wealthy robot who had himself rebuilt to reflect his lifestyle. Then again, Futurama is a comedy. A cartoon comedy. There don't need to be reasons for everything.
