Chaos seems to have been deliberately caused that day with a number of military exercises running, several of which mimicked hijacked planes being crashed into bldgs. The hijacking protocol had been changed in June, 2001 by Rumsfeld (& Cheney?)about how we responded to hijackings. The original protocal worked exceptionally well given the number of successful interceptions (69, I believe)the year before. On 9/12/01, the hijacking protocol was switched back to its original SOP. A coincidence?

also happened in the london 7/7 bombings. they military was running an exercise that involved bus bombs going off on the same busses at the same times and in the same locations as what happened in the real bombings.that was not a coincidence. a statistics expert found that the chances of that being chance were impossible. it was a number so big it came to a number larger than the number of grains of sand on earth. they ran the exercise to cover themselves in case something went wrong.
