Libby was commuted because he was a friend of Bush/Cheney. If all were the same except that Libby was not a friend of Bush, he would never have been heard of.

Never...He would have had to serve out his sentence because Bush almost never commuted or pardoned anyone as governor of Texas..Even with death sentences, Bush claimed that none of those executed were innocent.
