CBPnet was right that your crits are low your yellow hit crits are about 500-700 and at 70 they are kinda low but i have to say speccing with 40/0/21 has made my rogue pretty badass and speccing like that does not tie me to daggers i can use swords and throw more dps than most people give that a try see how you like it
