. And aside from all of that, the pan handeling law would never ever hold up if challenged in courts. You are talking about basic freedom of speech here so while they may push for a "no loitering" ordinance, any law telling the people what they can or cannot say would be shot down faster than that
Even something as simple as expand the times on the parking meters would help out store owners. So I can also see why the business owners want to do something to help their stores and restaurants. You would to faced with todays economy.
It bothers me most that Smith college students are the ones protesting. I guess college kids just like to protest. In their defense, while BIDs may help in other areas Northampton has a history of business owners being involved in a corrupt "boy's club" so I don't think a BID would go over too well here. But in the business owner's defense, the city of Northampton do very little to help out merchants.
oh and they might also get a clean team which is used to pick up trash in streets or alleys and remove graffity (citys ocer look that) i work for the Los Angeles Fashin BID in LA C.A. so i guess thats why i like talking about it. its a great thing actually alot of BIDs actually make a difference. but i guess ur protesting for the poor people. well protest to the city to make shelters or something like that, that way they use ur tax money. cus this $ for the bid comes from the property owners.
to sord of sum it up i guessloltheowners of the properties vote on having a district not the representatives of the town. they tax themselves every year to pay for security to enforce minor crimes like theft and soliciting because the police is too busy to do so and the security might also have a quicker response time. rent for people living in the district will go up but its a desision that the property owners make. protesting to the city is the same as protesting so a store wount have security
wow thats cool that people are doing that. but a BID is exactly what it stands for. property owners wouldn't want to start a bid if they didn't think their business needed improvement. sorry but the owners are trying to make the place look better. i did not know that panhandling was legal in MA it probably is its also referred to as soliciting. i dont know about u but i dont like people around me asking me for money (its kind of a bother expesially if u know where most of the people use the $
