They needed this, through the whole film there are only two positive black characters, Sweeney and the guy in prison. Every other black person is a gang-banger or criminal!
And I felt Sweeney was unfortunately portrayed an arrogant person in general aside from any racial prejudice, so there is but one black guy in the film who is truly likable, and even he fitted the "zany black guy" stereotype, not a full character like Red in Shawshank.

Or perhaps the entire scene is just a sign of the long distance that still exists between whites and blacks. Both these can also be added to the last scene, and I think that´s why they chose to use the more heart-breaking and emotional scene instead.
