To develop you skill in performing tremolo, try not to play fast, rather start with easy melodies which do not have any tremolos at all. Try to play them at a low tempo and increase the tempo not after two weeks.
If you play Persian santur, I suggest to develop the right and left by playing "chaharmezrab"z.
If you let me know your background in santur playing I could send you some notations and etudes.

The tremolo (if you meant by it "rolling on any note") in santur --specifically in the style of Master Ardavan Kamkar- is performed by wrist (90%). In some other styles they do it by using fingers because it is easier. However by using fingers the performer will not be able to play fast passages.
By practicing hard it is possible to use the wrist for any technique in santur as Master Kamkar has accomplished it.
