you dont steam it, you boil it. you boil it till it looks like a doughball of pizza dough. it will become harder and harder to mix, ( you need to be strong)
not even i make it all the time nd im only 13 lol just boil the water add the flour nd stirr till its perfect nd u can form it into a ball....it'll feel lke dough though if u need more water add if u dnt then dnt add but make shir u stir fer sure or else you'll get lumps.......but if ur poundin garri then boil garri put it in a bowl or w/e put the flour in leave it fer a while maybe lke a minute or so then stir nd ur dne
