The true story is that some occidental "Sega fans" bought the only beta Sega had. As they didn't want to release it, they selt it thinking that the buyers will only keep it as a "goodie". But they scrapped it and put it on the Internet :)

I have a bit more of an extensive knowledge on the two now, and both After Burner and Space Harrier look like fine games to play. I wouldn't say this was a great game because it was never released. Who really knows if they would have scrapped the idea and made it worse, or even better. I can only say it is good at the most from what is shown.
There were also other SEGA titles released for the PC Engine/TurboGrafx-16, such as Dragon's Curse/Adventure Island (based on and confused as Wonder Boy III) and Space Harrier with SEGA allowing so, but for those that appeared on the NES/Famicom, it's unknown if they permitted their titles to be on it. It was good of you to share this information here.

Actually It happened almost exactly as Masterof Outrun said. NEC made the game without permission, as they had a good relationship at the time with them. Of course SEGA told them to sod off, Opa Opa was their mascot before sonic ;)

Considering that I work for Blue Box Studios in Guildford, I have a good idea how long it takes to make a game. 8Bit games could be complete in months with a good dev.

When I saw a screenshot of this game of one of SuperPCEngineGrafx's logos on his site, I didn't have any idea of what it was. Although this was done before in The 3D Battles of World Runner, this type of behind-the-back parallax scrolling was revolutionary at the time. What's interesting is that the speedways in Spyro: Season of Ice used a very similar concept. I wouldn't say this game is great, either.

It was scrapped because it was made by NEC without Sega's permission.
Sega flat out told them to fuck off just before the game's release date.
