The only reason sensible green technology like this -- and there are many others (perhaps some that are better imo, without the need for a 1000m tower but if output's good then hey)-- isn't already in use to provide the earth with MORE THAN ENOUGH green energy for everyone, is because it requires large financial backing, and needs to create profit. How stupid. Get rid of money and give resources to the best ideas. Then we can start fixing the world instead of worrying about fucking it up.
Finally something that is simple and possible. Creating electricity isnt that hard - all you need to do is spin copper around a magnet - only thing you need to do is spin either the copper or magnet around.
