He's dancing on2. in the beginning he is dancing New York Style as the right foot breaks to the back on2. Then when he switches to "Pachanga" he dances Puerto Rican Style as he breaks the left foot to the front on2. Now that really wasn't a good demonstration of Pachanga.

The song is "Campina" by Afro-Cuban All-Stars and the rhythm is unmistakeably SON CUBANO. Son is danced contra-tiempo, where the break is switchable between 2 and 6 because you'll be dancing to the bass pattern and tumbao.
Here he moves forward on 6 but initiates turns on 2. Is that NY-style on 2? Then again at 1:39 that side step is clearly SON CUBANO, not NY salsa...
Anyway, those who think this is on 1 need to work on their timing more. ;)
I've been dancing on2 for 3 years - and he is DEFINITELY on2 the whole time. You can hear the combination the clave and conga (the slap occurs on the 2 and 6) and he never misses. Love how people claim that they hear the music better than everyone else and he's dancing on1 - you've proven to me you can't hear the 1.
On 2 yes a la torres and the pachanga is torres stuff as well, but not authentic pachanga....read any old book or study with a columbian instructor...that'll straighten you out.
one question, doesn't on2 mean you steping your right foot on6 when steping back, instead of on5?? this guy is changing it stepping back with his right foot on 5 sometimes, and then on the 6 count on other times, now this is confusing, I thought u need to keep the same timing all the way through the dance?? only difference is you're commencing the dance on the 2 count????
He does the entire thing on 2. The music and the verbal count both confirm this. It's very nice social dancing. He's very smooth and styles without turning into a showboat.

I have to agree with this comment, at the beggining he is dancing on1, then goes to on2, and then mixing it in between, if you can't notice this then you can't hear the music, unless this video is out of sync with the audio??? but then that would mean he would have to be consistantly dancing on one of the 2 timings, not mixing it up the way he is doing here.

Glad someone else can count the music. He is breaking on 1 for about 50 seconds of the dance. Also drifts in dancing solo. Yes, solo should be on the same beat.
He's on2 the entire time. He styles with his footwork a bit but he's definitely executing all of his moves in on2 timing. All his cross body leads are opening up and bringing the girl across on 1. If he were dancing in on1 timing he would be bringing her across on 3. A lot of male dancers mark timing differently so the traditional on2 footwork is modified based on the dancers personal style. In this case he takes liberties with his feet but the execution of all his moves adhere to on2 timing.

Yes. He's on 2 but there are Puerto Rican and New York style. Maybe the style you are familiar with is the opposite. His counts are right.

Not bad, but the guys needs to work on his footwork. Stepping inward, and pigeon toe prevents a dancer to get to a better level

The title is "Salsa Dancing on 2 . . .", but the dancing is on 1 until he hits about 50 seconds into the dance. He then slides to 2. Nice dancing.
