The fact is that the UCR actually tracks and takes into account multiple offenses, victims, and offenders of EACH incident. They ALSO break everything down by motivation, gender, RACE, age, etc. into charts that even you could make sense of. Maybe YOU should take a look at the FBI website yourself instead of some subjective book that fits your paradigm of irrational reasoning.

A lot of people, black, white, hispanic, etc. just happen to have been raised in areas with a low emphasis on education.
