Most likely not just due to skill but age. Naruto being what, 15? Unless there is anyone else, if something happens to Tsunade, the title will likely fall to him unless Jiriaya takes it (unlikely). Some people may think he won't do it, but if there is no else then I seriously can see Kakashi taking the role to protect the village.
