The UN hasn't had much relevance in the past decade. Ever since 9/11 it has proven impossible at preventing powerful states from acting as they want. While Moon has discussed UN reform the desire for reform is all but dead internationally. People don't believe the UN can be effective. The United Nations is nothing more than a tool used by powerful nations like the United States to carry out their interest at the cost of people around the world. Reform is simply impossible when the founders of the United Nations that also have veto powers are against it. They don't want to lose their privileged status.
