Not quite. By the 1920s, though still a little scintillating, knees weren't quite as shocking. Fashionable dresses hovered around that length and sportswear and swimwear were often much shorter.

Besides, there's been real, live porn movies since before the 20s. Check out the German Am Abend. If you're into that kind of thing.
