Yes he is. He's been with WWE since 1995 (His first WrestleMania was in 1996). HHH and HBK also have one thing in Common, besides DX, and that Thing in Common is that they are the first 2 WWE Superstars that are Still Active, to be in a "Legends" game.

I like to see Jake the Snake Roberts into the hall of fame as well, he may not have been a great wrestler but he was great with the acting side of the sport of wrestling

I hate to tell Triple H, but he's not a legend, especially under the Hunter Hurst Helmsly gimmick, but heaven forbid we can't have a WWE game without Triple H.
