The reason why the vuvuzelas were bad at the world cup wasn't because they were loud, but because they blew them non-stop and for no reason. I've had my hockey vuvuzela/blowhorn for over 10 years and i blow it on a goal or big hit or end of game and have gotten almost no complaints... maybe 2 or 3, in over 10 years, 6 different levels and over 15 different arenas.
