well, no.

If you want to audition for disney, you must live in the US and the city you have to live in is California.

Yes you can, even though you're in Europe. Disney has various recording studio's in Holland like Sun Studio and FBS Studio.

And Disney movies are not only American films. We have Disney Europe.
