Look up "operation kratos" on wikipedia- it explains why they didn't challenge him.
If they were told to go for the kill shot- they shoot multiple times to the head, aiming for the brain stem, so the suspect can't detonate any bombs.
I'm not justifying it, but that was the standing order.
And, to be fair, there had already been the bombs on 7/7, and the address they were watching was the block of flats that he came out of. So they had every reason to believe he was a bomber.
