The imprinting may just be general pokemon behavier like in reality dogs can adopt kittens and the kittens will acept it as their mother because it's the first parent like figure they have.
I remember when I first saw this episode and I saw togepi and I was like "wtf is that thing? That can't be a real pokemon." It really confused me as a kid. I didn't even think that there would be more pokemon other than the original 151.

@tman2max well Ho-oh appeared for approx. 7 seconds max., very early on, and never appeared again. I'm sure no one really thought of it much, since it was there just to serve a certain point. At least not until the sequel games were about to be released, which was years later.
@PKMNRetrospective no that can't be it because in the second episode or so, of which I had the VHS for some time Ash notes Ho-oh to oak. Ho oh was in just long enough for you to note that there are plenty of other pokemon, the only mistake the anime made was the idea that the other 500 plus were just discovered. something they finally just didn't bring up again as having a solid number from gen 3 on.
@BrokenFWD Ahh right. Forgot about that. But again, did it really make as big of an impression as Togepi did? I mean, it's still very early on. I'm pretty sure it didn't; and therefore I think my argument still stands.
@PKMNRetrospective true, but I find that as a great move instead really. it allowed for a reason for Misty to have a subplot with her own pokemon of sorts, something that only happens due to the Psyduck thing eventually just being a joke as she never properly trains him ever. and it allows them to show use the new pokemon slowly.
Take this vs. how it was done with the other gens One pokemon at the end, or none at all and Ash surprised they exist. Best wishes only makes sense due to distance
@BrokenFWD [S] I'm ok with the 'introduce new Pokémon early' move itself, but it's a year and a half early! It's basically saying, "hey, in a few months we're going to add this to prepare you for a Holiday 2012 game!" I suppose you could call Togepi a subplot for Misty, though pretty much its focus is '*metronome* HEY, what happened? how did we get here?' And Ho-oh's appearances aren't on the same scale as Togepi's: 2 or 3 brief mentions vs. every episode of the second half of the season.
@bottomfive yeah but, I'm not sure what the original said so I'm going with the remake line here, didn't Elm explain in the game that Togepi isn't a Johto pokemon at all and it only reason it's in the johto dex is because of Ho oh bringing it from wherever it was hiding? so technically it's the first Sinnoh Pokemon in the game.
@PKMNRetrospective: Yeah Ho-ho is just an indicator that they were probably up to more when the anime rolled around. Obviously the popularity of the games merited the show so sequels were to come. We got SO many "new" Pokemon in the early seasons other than Togepi. Donphan, Marill, Snubble, Slowking, and Lugia. Though it was mostly in the movies. But knowing the nature of Pokemon chances are they had some Pokemon on the cutting room floor that they could just push into future installments.
