Dunno, I rarely use Flash, but they probably have the same capabilities, but I kinda got used to how things work in Illustrator, so I use Illustrator :)

This one was made in RGB, because some layer modes works strange under CMYK, and I wasn't really wanted to make a poster or t-shirt out of it, it was made for fun :)

It's all about doing an envelope distort with top object. Create a couple of objects together in a group (like dagged circles) then create an object with the form of how you'd like your group be distorted.

You could do this stuff even under Freehand or Gimp too, the question is practice. You'd be able to do stuff like this within months, it's nothing that special :)
