Maineboy had it right, W is for wide nose, H for HEP unit equiped. If the engine had a "wide hood" as you put it, the loco designation would have the prefix "F" for "Full (width) Body (hood)"
The "W" signifies that it has a full-width nose section, and the "H" signifies that it has an auxiliary engine to provide HEP (head-end power) to the passenger cars.
I found website "railpictures.net" Tri-rail F40PHL-2 I have no idea why put "WH" or "PHL" etc should be put "R" e.g change cab or upgrade only I know "R" mean rebuild ,"T" mean tunnel motor and other word

Under the hood is an EMD 645 diesel engine -- 16 cylinders, 645 cubic inches displacement per cylinder (10,320 cubic inches total displacement), 3,000 horsepower. The locomotive's model designation is GP40WH-2.
The majority of recycled cowl cabs, such as this one,came from scrapped Burlington Northern F45s.

The cab may have come from an F45 or FP45. I believe some of Florida Tri-Rail's locomotives have recycled F45/FP45 cabs as well.
