All male goats can produce milk. Male humans can too. All mammals have mammary glands, that's what makes us mammals, and why the platypus is an exception to the rule "if it lays an egg it's not a mammal".
You just have to "train" the mammary gland to get it to produce. They say milk from a male is actually healthier anyways. google: milkmen fathers who breastfeed

What he found was that this particular herbicide was getting into ground water and causing hermaphroditism in a variety of species. This goat could be affected by something like that.
