If they are going to claim safety risk then they should list the weight. if you are over X pounds, you can't fly said flight. If it's comfort then tell folks the size of the seats and if someone can't fit in that space etc they must by a second seat for which they can apply for an 'oversized' passenger discount etc. But do it all before they are at the airport
