This is from when Dolly's career was on all eight cylendars, the hard work of her "crossover" had finally paid off. She could have recorded the Kalamazoo Yellow Pages at this point and it would have topped the country charts and crossed over into the pop top forty. And she looked like shw was enjoying her success.
